DOORS Module Structure Access Rights

Hi,

I have recently tidied up the access rights on my DOORS project, one key difference was that I have removed everyone's 'delete' permissions since people were deleting objects that still had out-going links, despite the training.

The problem now is that editors (with RMC access) can't change the structure of objects in the modules. e.g. Promote, Demote, Move.

Is this a bug?

At the least can anyone verify this 'issue' occurs on other systems?
